To be fair i think having a poll for this is kind of pointless. Any team outside of the bottom 5 will want an 'all team lottery'. There is no chance of 'reverse standings' winning this if its based on most votes.
Best outcome is lottery for non playoff teams and reverse standings for playoff teams (says 2nd last ov team).

Sorry, I feel out of the loop. What is the situation exactly that the rules need changing? Will there be fewer teams in the league next year?

Another issue with the poll is non-playoff teams will most likely favour one of two options, thus splitting their votes.
Would it be possible to retire all Hartford players and makes their prospects available in next year's entry draft? Or add all their players back into next year's entry draft?
Edit: A couple more observations: There is going to be quite a large difference in quality between the first pick from the Hartford roster and the 25th pick. The first pick if you take, for example, the prospects gets you 2 first round picks. The 25th pick might get you a 3rd liner. Regardless of their place in the standings, does any team deserves that much of a random winfall or that short of stick?
The ideal would be to divide the Hartford roster into equal pieces, so everyone gets an equal share.
Not sure the best way to do that, but some suggestions might include: 1. As I said above, retire the Hartford pro players, no one gets a winfall. 2. Combine players into packages, and then you select a package. For example, split the prospects into two packages. A package might include one 1st liner pro. A package might include one 3rd liner pro and a rookie from the farm.
The second option would take a bit of work. I'd volunteer to help with that.

Or put them all into Free Agency or have a silent auction bidding format. Sure it'll possibly favor teams with more salary cap room but that gives everyone a chance to bid. Some teams may max bid say a Giguere or Semin, if that happened then put it into a random pick for who the player signs with(if it's a tie on term & money). If it's a younger player typically the shorter the contract the better where as a veteran player would go for the longer term offer. So In that case a 10 Million dollar bid on Semin, he would say sign for 1Yr rather than a 4Yr ... Where as a Modano if not retiring would obviously go for a 3Yr over a 1Yr. Just a thought, this is how we've done it in a different league back in the day and it worked pretty well. Cap penny pinching teams can still make offers and so can rebuilding low cap teams. It kind of suits everyone.

In an expansion draft the expansion team doesn't have to pick players from the top teams first until they get to the last teams. So in a contraction it seems logical that it should be just as wide open and be a random draw. The entry draft is the chance for the lottery teams to get a big advantage.

Yea actually i think this would be a good choice: Any prospects 20 and under go back in the entry draft, any prospects over 21 and over get created and made UFAs, and all farm/pro players are put in the UFA pool.

The only reason we're shying away from making all players ufa's is because technically they negotiated their contracts in good faith and deserve to have them honoured.

Here is what Munder and I have settled on; All teams will be entered into the lottery with an equal chance of winning, while the Hartford prospects will re-enter the draft and will be eligible for the 07 draft. We will determine the random order tonight so everyone knows where their pick is.
The draft will be one round with all remaining players becoming UFA's. The contraction draft will take place right before the 2007 Entry Draft. There were some really great and interesting ideas presented, we really appreciate the feedback we received.

How will contracts work? Do you take on the contract of a player you draft as is, or do you renegoiate a new one?
